Uma lista dinâmica que muda quase diariamente. Assim é a tabela do Siafi (Sistema Integrado de Administração Financeira do Governo Federal), que lista os municípios bloqueados de receberem recursos do Fundo de Participação dos Municípios (FPM) e outros repasses do governo federal.
Até a última quarta-feira (18), os municípios de Curral de Cima, Àgua Branca, Barra de Santa Rosa, Nova Olinda, Pilar, Santana dos Garrotes e Seridó engordavam a lista de 06 municípios Paraibanos (78 no Brasil), impedidos de receberem estes recursos.
Vários podem ser os motivos de bloqueios destes municípios, de acordo com a CNM. Entre eles:
- Ausência de pagamento da contribuição ao Programa de Formação do Patrimônio do Servidor Público (Pasep);
- Dívidas com o Instituto Nacional do Seguro Social (INSS);
- Débitos com a inscrição da dívida ativa pela Procuradoria-Geral da Fazenda Nacional (PGFN);
- Falta de prestação de contas no Sistema de Informações sobre Orçamento Público em Saúde (SIOPS).
Com dados do Tesouro Nacional, o SIAFI reúne informações referentes a execuções orçamentárias, patrimoniais e financeiras da União. Quando um município é incluído no sistema, a prefeitura fica impedida de receber qualquer ajuda financeira. Isso, segundo o especialista em orçamento público e mestrando em políticas públicas pelo IPEA, Dalmo Palmeira complica a situação financeira dos municípios menores.
“Para os municípios que são muito dependentes do FPM, praticamente significa a paralisação do funcionamento das atividades básicas do município. Em muitos deles, a maior despesa é com pagamento de pessoal. Então, se isso permanece durante algum tempo, acaba atrasando a folha de pagamento.”
A reportagem do Portal Aristelson Silva tentou entrar em contato com as prefeituras bloqueadas para entender os motivos que levaram essas cidades à bloqueio. Em alguns casos o telefone das Secretarias de Finanças sequer atendiam. Em outras situações, não conseguimos contato com os responsáveis.

Vale lembrar que, mesmo que o município esteja incluído na lista de bloqueados do SIAFI, os recursos continuarão disponíveis seja qual for o motivo do bloqueio. Para desbloquear o repasse, a prefeitura deve identificar o órgão que determinou o congelamento e, em seguida, descobrir o motivo e regularizar a situação.
O especialista ainda explica que muitos municípios menores, por não terem equipes bem treinadas, podem cometer erros que impedem o recebimento dos recursos federais, e como consequência acabam bloqueados.
