O Tribunal de Contas do Estado da Paraíba – TCE-PB, por atuação do seu departamento de auditorias, identificou diversas inconformidades junto à gestão do dinheiro público na Prefeitura Municipal de Mamanguape, no Litoral Norte do Estado.
Dentre os dados citados no “Relatório Consolidado da Esfera Municipal – Janeiro a Julho de 2023” está o “Não recolhimento da contribuição previdenciária patronal ao Regime Geral de Previdência Social“.
De acordo com Código Penal em voga no Brasil, o empregador que deixa de repassar as contribuições do seu empregado à Previdência Social, comete crime de apropriação indébita previdenciária.

Segundo o relatório emitido pela Diretoria de Auditoria e Fiscalização (DIAF), outras inconformidades também foram registradas no mesmo período, como: “realização de festividades em situação de déficit orçamentário“, “realização de festividades sem cumprimento integral do piso nacional do magistério” e “não aplicação do piso salarial profissional nacional para os profissionais da educação escolar pública“.
Ainda segundo o mesmo documento, caso as irregularidades não sejam resolvidas até o fim do ano, “os achados indicados nas considerações finais constituem situações que podem ensejar irregularidades na Prestação de Contas Anual (PCA) de 2023“.
