De acordo com a proposta, sempre que forem atualizados os dados da população dos municípios pelo IBGE, as prefeituras terão um prazo até migrarem efetivamente para a faixa mais baixa de coeficiente
O Senado deve votar, nos próximos dias, a proposta que cria um período de transição de 10 anos para que o Censo 2022 do IBGE tenha um total efeito sobre os repasses do FPM (Fundo de Participação dos Municípios).
Trata-se do Projeto de Lei Complementar (PLP) 139/2022 – aprovado na última terça-feira (6), pela Comissão de Assuntos Econômicas (CAE) – que tenta minimizar o sofrimento de prefeituras que seriam impactadas imediatamente, caso o novo Censo já influenciasse no FPM deste ano.
Ao mesmo tempo, se o texto do projeto se transformar em Lei, os municípios com ganho de coeficiente já poderão ser beneficiados assim que o levantamento do Censo 2022 for divulgado, no próximo dia 28 de junho.
De acordo com a proposta, sempre que forem atualizados os dados da população dos municípios pelo IBGE, as prefeituras terão um prazo até migrarem efetivamente para a faixa mais baixa de coeficiente.
Para o prefeito Elmo Vaz, da cidade de Irecê (BA) – município localizado a cerca de 500 quilômetros da capital, Salvador, o número de habitantes é muito maior do que o registrado pelo Censo 2022 do IBGE. “Nós entendemos que continua equivocada essa contagem, pois baseados em nossos cadastros do cartão SUS, no número de ligações de água da empresa de saneamento, nós temos mais de 80 mil habitantes”, afirmou.
“Portanto, o nosso coeficiente deveria ser 2.8 e não 2.6 – e assim nós poderíamos, ainda, melhorar a nossa arrecadação, que ainda é considerada insuficiente para fazer frente aos problemas que enfrentamos”, reivindicou o prefeito.

Outra cidade que se sente prejudicada pelos novos dados trazidos pelo Censo do IBGE é Campina Verde (MG). Segundo a secretária de Cultura e Desenvolvimento Econômico, Nali Azambuja, em 2018 o município computava 19.759 habitantes. Pelo Censo 2022, o número caiu para menos de 17 mil pessoas.
“Para municípios como o de Campina Verde, esse repasse é um dos mais significantes, pois municípios pequenos – como o nosso, que teve queda da quantidade de habitantes – seriam muito prejudicados [se a regra fosse aplicada imediatamente]. Campina Verde seria muito prejudicada se essa decisão fosse mantida”, justificou.

O texto da proposta foi construído pela CNM (Confederação Nacional de Municípios) e apresentado pelo então deputado federal Efraim Filho (União-PB), hoje senador, com o objetivo de evitar mudanças bruscas no FPM em razão da contagem populacional por meio do Censo.
Para elaborar o projeto, foram realizadas diversas reuniões com mais de 500 gestores municipais que podem ser impactados pela nova lei. Havia preocupações com mudanças de coeficientes do FPM em, pelo menos, 1.179 municípios. A pauta também foi levada ao presidente da Câmara, Arthur Lira, que avaliou o tema com os prefeitos durante a XXIV Marcha a Brasília em Defesa dos Municípios, promovida pela CNM.
Trâmite
A tramitação rápida da proposta no Congresso Nacional e sua aprovação na CAE do Senado contou com o empenho dos senadores Vanderlan Cardoso (PSD-GO) e Rogério Marinho (PL-RN), respectivamente presidente e relator do projeto.
Para o presidente da CNM, Paulo Ziulkoski, a aprovação na CAE foi uma conquista dos prefeitos em geral: “O projeto dá previsibilidade para o gestor municipal, porque não é prudente impor uma perda de receita sem que haja tempo para planejar o orçamento”, destacou.
O PLP 139/2022 deve ser encaminhado à sanção do Presidente da República logo depois da votação pelo plenário do Senado, caso seja aprovado sem grandes alterações.
